BHEL is trading in both BSE and NSE, so the answer from your broker is not correct.
He must have to tender your share from your DP, not from NSE or BSE.

If he doesn't agree to tender your shares, please send Physical Tender form to registrar address on and before 27th Dec 2018. 29th Dec 2018 is the Cut-off date to receive completed tender forms by Registrar.

What will be the acceptance ratio for BHEL buyback?

My estimate is between 60 to 70%. You can add 2666 shares which I think can be max price 75 on the record date. As of now actual acceptance ration will be 16 to 25% and final acceptance will be 60 to 70%. Its going to be a good deal in terms of return - we estimate 10 to 15% return in 2 months.

Record date is 6th Nov 2018.So the last date to buy BHEL is Friday, Nov 2nd 2018 to participate in Buyback. 3rd and 4th is weekend and T+1 will be 5th and T+2 will be 6th. So to be safe start accumulating on 1st Nov 2018.
